Respect ~/.cargo/config

The VM I use for work can only access github via a proxy. My ~/.cargo/config tells Cargo to use the git CLI instead of libgit2, and I have configured git so that it can access GitHub. However, cargo-edit does not do this, so it fails.

@demimarie-parity which version of cargo-edit have you tested? Latest version should use git CLI for fetching index (#334).
