Path to keras-contrib v1.0

I would be in favor of aiming to make a v1.0 release at some point in the future. v1.0 would mean to have this package on PyPI and to have an online documentation.

To be able to do a v1.0, we do not need more features, we need a high quality repo and code, with standards close to the ones of keras.

I'll make a milestone for v1.0 and open issues which I think are related to that.
