Add support for co-badged cards info lookup for debit routing

A debit card can be linked to multiple card networks, with one serving as the primary (international) network and the others as secondary (local) networks. In debit routing, payments will be processed through the local network based on the merchant's requirements. As part of this process, we need to have a co-badged card info lookup to retrieve all the networks associated with the card.
