Updates to spec build

@jdesrosiers reviewed changes he made to the build process, including adding linting for Markdown files and moving the built files to a specific folder instead of building in place. @gregsdennis approved the changes and they agreed to merge the PR without waiting the usual 2 weeks.

Open PRs for the stable spec

@gregsdennis discussed the various open PRs he has been working on for the stable spec. He has been making good progress but could use more reviewers to help get them merged. He shared a project board showing the status of all the open issues and PRs and @benjagm commited to reach out to other TSC members to invite them to join the reviews.

Publishing a roadmap

The group agreed it would be beneficial to publish a high-level roadmap for the project, acknowledging that it will likely change over time. They discussed the process for maintaining and updating the roadmap, and decided to include a disclaimer that it is subject to change. Governance of peripheral projects

The group discussed ways to better govern and manage the peripheral projects like the website, JSON schema Landscape, and Conference projects. They proposed establishing a process to nominate maintainers for these projects and also create a Triage team for the website to help enforce processes and provide more consistent oversight.

[JSCSMA conference planning

@benjagm provided an update on the planning for the conference: The website is ready and they have secured some initial speakers. The focus is on making the talks and discussions a success, and they are looking into providing travel stipends for speakers.

Formalizing the community manager role

The group discussed formalizing the community manager role, potentially having a team of 2 people in the role to provide coverage across time zones. They agreed on the need for clear criteria and a nomination process to select community managers. @benjagm will create a PR with a process proposal.
