Datepicker: Years 0000 - 0099 cannot be selected

Is there a chance to get any of thsese merged if I rebased it and did some cleanup?

What's the preferred way to configure this? A new config option, or maybe setting shortYearCutoff: null, shortYearCutoff: 'none' or some other special value?

We are accepting contributions as long as they're short and contain tests. jQuery UI is in maintenance mode; see the project status at https://blog.jqueryui.com/2021/10/jquery-maintainers-update-and-transition-jquery-ui-as-part-of-overall-modernization-efforts/. For this reason, we are avoiding large external contributions, especially to parts with so much complexity.
