Forward notifications to browser notifications

I think this project would be one of the few benefiting from the Notifications API.
Ofc it would only work if the user has setup https but enabling a webworker for it to give the user feedback on a torrent completion without having to open and check the interface every time would be appreciated. Ofc it should not be a nagging feature like so many websites try to push these days, but more like an option in the setting for people to opt-in if they want to.

In theory such an implementation would be rather painless but I'm not that sure about how it would work with the whole multi user aspect of flood, maybe that would complicate things a bit.
