the RT option for a tweet like this:
testing denby # "#" <%222 %22 " " #select #< #select #> ends being displayed encoded --> e.g. " becomes %22

I think what you were trying to illustrate was eaten by the markdown processing. Can you try again, or point me to an example? Thanks.

Actually it wasn't eaten at all. If you tweet

    testing denby # "#" <%222 %22 " " #select #< #select #> 

and select the RT option - you should be able to see exactly what I saw.
