"12p", "3a", etc shortcut for entering hours

User should be able to type "12p" and the timepicker should then reflect a time of "12:00 PM" (or "12:00:00" potentially?) and the cursor will have moved out of the field as if the final timepicker field had been highlighted and tab was pressed.
