timepicker keyboard navigation gets confused

When changing time from a single digit hour to two digit hour (or vice versa), the keyboard navigation gets confused.

For example:

Say currently displayed time is 4:00 AM
Use the keyboard to change the hour to 12.
Now try to navigate with left and right arrow keys. The highlighted area falls out of the hour, minute, second boundaries.
