Check to ensure handicap scores are exceeded for each classification threshold #153
Description
Currently there is a check in indoors that is not present in outdoor target or field to ensure that a threshold maps to a score that equals or exceeds it.
This should be applied to all systems for consistency, to properly reflect standards at the lower end, and to futureproof against maximum scores.
