Changes to parked domain detection

The blocklist has grown in size quite a bit. I recently discovered a lot of the domains are already flagged as phishing:

Therefore, I have decided to consider these as parked domains and will be removed from the blocklist.

The parked domain workflow is running now and hopefully the blocklist will have a meaningful size reduction.
