Consider setting `SPORK_TEST_ALL_PACKAGES=1` in CI/CD tests

This extra env variable causes some extra tests to be run. I think it makes sense to have some/all of the CI builds actually set this and do the full test.

I guess one concern might be security. Safest route might be to limit to things that bakpakin authors / maintains?

The reason I didn't do this was indeed security and CI stability - I feel more comfortable about CI when we are not pulling from many other places.
