Incorrect description in the POM file

The published POM file has a description saying "${project.name} ${spec.version} Specification"

Steps to reproduce the behavior:

1. Look at the POM file

Expected behavior
The description is not a broken string interpolation

SBOM tools pull this description in.

This works fine:

$ mvn -q -f jakarta.activation-api-2.1.3.pom help:evaluate -DforceStdout -Dexpression=project.description
Jakarta Activation API 2.1 Specification

Maybe it should be reported to unnamed SBOM tools?
