Window Level and Opacity Not Working After Drawing or Loading Annotations.

When using the Draw Annotation tool or loading an existing annotation in the DICOM viewer, certain tools such as Window Level and Opacity adjustments stop functioning for my DICOM data.

Window level and opacity are 'kindof' working, it's just that they are applied to the annotation(s) if you did not change the active layer. You can see opacity changes for the annotations, the window level just does not do anything on it.

Regarding window level, since this was the behaviour for v0.34, I added it back to v0.35. Even if the active layer is a draw layer, the tool will search for a view layer and apply changes to it.
