I do not know if this is an issue with the docker image or BDS itself, but after restarting my container to update the BDS version, all of my (non-vanilla) behavior packs in the behavior_packs folder inside the data volume were deleted. The resources packs remained installed, and everything inside world_behavior_packs.json was also intact.
I was able to manually reinstall all of my addons but that unfortunately resulted in the loss of some items in both player inventories and tile entities.
Admittedly, I was not on the latest version of the image but now am. If this was something that was recently fixed, feel free to close the issue,

Since the installation of behavior packs is surprisingly hard to automate especially when the base software does its own thing too, the best that can be done is to include them in the backup directory named "backup-pre-${VERSION}". It is unfortunately left there to be manually reinstalled.
