Enable disabled services not working correctly #1741

Describe the bug
A disabled Service cannot be re-enabled if the User has no permissions to edit a host.

To Reproduce
Steps to reproduce the behavior:

Create Role with full permissions and untick the "Hosts - Edit"
Associate the role to your test user
Try to enable a disabled service on a host

Expected behavior
With the permission on "Services - Enable" it should be possible to enable a service again
