How to install open3d for python 3.14 for Windows?

For "stock" 0.19.0, no (AFAIK). The links to current development wheels are here, but as you've probably already discovered, the ones for Windows with 3.13/3.14 are broken. See #7404 and #7427: Linux is covered, Windows/MacOS not so much.
You can build from source to run under 3.14, but there are enough open issues (e.g #7446) to make that problematic, at least as of a week or so back. I'm sticking with the official 0.19.0/3.12 version in a dedicated conda environment until the dust settles (0.20.0?)...YMMV.
