[Proposal] Restructure Mimic base classes into isaaclab_mimic

Proposal

The Mimic workflows introduced a few mimic-specific base classes for designing Mimic environments. We should move these into the mimic extension so that they are grouped together with the Mimic workflow instead of in core.
