Add configuration option to always make changes

Right now, we only update the issue/pr/description title if the number is 1989. Some people want all of their issues/prs/descriptions to be Taylor's Version, so we should add a configuration option so that the changes always apply.

- Add a config option for `updates_all` that that defaults to false
- If `updates_all` is true, then the workflow should continue on regardless of other content
