upload testnet DBs to S3 and cache in CI #647
Description
Motivation:
Have a static tangle sample that can be easily used for tests.
Requirements
- Take the sst files we currently use in QAnet and upload them to an s3 bucket so other testing frameworks could use the sample tangle.
