Encoding sanctions in Regulations #5
Description
As long as sanctions exist, the mechanics around them (e.g. when can they be considered, what their effect is, how they can be applied and how they can be lifted) should be encoded in the Regulations in order to reduce occurrences of GA overriding the regulations.
