Description
The current definition of Country in S2.1 is:
For the IOI, a Country is a state that has an officially recognised relationship with the United Nations, UNESCO, or which has already taken part in one or more past IOIs.
There are some examples of countries that would want to participate in IOI but are unable due to this definition. This issue is for tracking considerations to change the definition in some way.
