Alignment on whether a singular ITC proposal from ISC needs an election #11
Description
Currently ITC election procedure in A3.15 state that:
If an election is required, then this will follow the procedure outlined for elections in A3.5.
However, A3.5 also mandates that the "leave the seat vacant" option is included, making it unclear whether an election is needed to allow GA to express "leave the seat vacant" preference.
It would probably help to clarify the desired behaviour one way or the other.
