When a user downgrades to a plan without file versioning (e.g., from premium to free), their existing file versions were left in the database inaccessible but still occupying storage records. This PR ensures that when the payments service notifies a plan downgrade, all existing versions are automatically cleaned up as part of that process, maintaining data consistency and preventing obsolete records.
