In #5049 @ffontaine has added the ability to disable language checkers using the same --skips flag we use for disabling binary checkers. I think this is mostly going to work the way people expect, but we should update the manual section for --skips to mention that it works on both binary checkers and language parsers.

This commit updates the documentation for the --skips flag to clarify that it works for both binary checkers and language parsers, as requested in issue intel#5071.
