[FEAT]: Additional Enterprise Settings support

As a user of the github terraform provider I need to be able to use the current Enterprise settings APIs avaiable in go-github-v67 so that I can properly manage my enterprise needs.

Details:
❓ Fork PR workflow settings - Available via WorkflowsPermissions APIs, but not in go-github v67
❓ Artifact and log retention - Available via ArtifactPeriodOpt, but not in go-github v67
❓ Repository creation by members - No REST/GraphQL API available
❓ Repository forking - No REST/GraphQL API available
❓ Outside collaborators - No REST/GraphQL API available
❓ Repository visibility change permissions - No REST/GraphQL API available
❓ Repository deletion and transfer permissions - No REST/GraphQL API available
❓ Issue deletion permissions - No REST/GraphQL API available
