Introduce Llama Model Family to Instructlab

Update the instructlab/sdg codebase to support the Llama model family. This includes modifying :

• Model selection logic
• Adding configuration options specific to Llama,
• Ensuring compatibility with our existing APIs and modules.
• Documentation and unit tests should be updated to guide users on using Llama teacher models.
