[Porting request to v4] m_conn_accounts, m_conn_banner, m_conn_strictsasl, m_hideidle, m_require_auth, m_xlinetools

I'm upgrading to InspIRCd v4 (from v2.0) and would like to request some modules being ported over to v4 please:

m_conn_accounts - v3
m_conn_banner - v3
m_conn_strictsasl - v3
m_hideidle - v3
m_require_auth - v3
m_xlinetools - v3

I've forward ported conn_banner, hideidle, and require_auth as the authors aren't around anymore.

All of the rest are @genius3000's modules.

@genius3000 At least conn_accounts and conn_strictsasl please if you could, since they're smaller than xlinetools I guess those 2 take much less work, I can do without xlinetools for a while longer. 😄
