When --skip-updates, php7.2 is installed (instead php7.4)

When --skip-updates is present is the very first run, php7.2 is installed instead 7.4 leading to small but fatal error.

Created a new behavior where instead use --skip-updates, use --skip-upgrades which just don't upgrade system but install repositories.
