Introduce CurrencySymbol presence flag to the `Configuration` and warn on deposits into role account #5

It can seems like a strange request to introduce this flag but:

We want to rather prevent deposits or transfers into role based accounts if we lack currency symbol.
I don't think that this check should not be concern of the validator level checks.
This check should prevent possible money locking in the future.
