Add compilation feature to have the Value backed optionally by u128 instead of u64

Why may such width be needed? Is it meant to be like a fixed point fractional value with a lot of precision?

flexibility; whilst we don't really need more than 64 bits right now, we could envision a configuration where we would want that.
