Calling Check Handling

Describe the bug
Even with the setting toggled, RadioControl is still doing work when there is a call, decide if this should be standard behavior in the future, or at least a default

To Reproduce
Steps to reproduce the behavior:

1. Open app
2. Click on hamburger menu, then on Settings
3. Scroll down to Call Handling (Beta)
4. Regardless of the setting, RadioControl will still activate during a call

Expected behavior
The app should not do its thing when the setting is disabled.
