A setting to reset the cell radio to default settings

Is your feature request related to a problem? Please describe.
Sometimes when switching between the Alternate Radio Command and the regular Airplane command, the app gets confused and does the wrong mode. (If ARC is enabled it can enable Airplane mode) or the other way around it will bug airplane mode and it will not work properly

Describe the solution you'd like
A setting above(or below) the current Reset Airplane mode setting to do that fix

• Should be easy if you call CellRadioService while checking for network state
