Use resources instead of global attributes and always making a resource

It would be nice if we could make resources according to the opentelemetry specification, and use those when doing tracing/metrics/logs, instead of setting global attributes and making a new resource everytime we need one to do something. This hasn't caused many issues/blocked anything for me, but is a bit confusing overall since other otel sdks don't do this, and there's not really a notion of global attributes in the otel spec
