🐛 Submitted Data Download Function Broken For Filtered Donor #2699

Describe the bug
When clicking on a donor on dashboard, it takes users to the submitted data page with donor Id filter applied, but the individual download buttons will download all clinical data, but they only download selected donor clinical data.
Steps To Reproduce
Go to https://platform-ui.qa.argo.cancercollaboratory.org/submission/program/ALEXIS-CA/dashboard, and follow:

Expected behaviour
In this example, the sample registration button should only download data for DO263278. Same for other download buttons.
