Minor Release 0.7.1

This issue is to prep and tag a minor release 0.7.1 in order to deploy the latest version of BOPTEST on the public web-service.

#712, via PR #724, adds github actions to generate web and worker images and publish them as github packages to the ibpsa registry, which are triggered automatically by commits to branches "develop", "experimental", and new tags. Therefore, a new tag (proposed to be 0.7.1) is needed to trigger the action for the latest release.

The typical release process will be followed.

Note that this process will be in place for future releases as well, and not require subsequent minor releases.
