Periodically Test Hyperlight on WSL with KVM

We specify that hyperlight will run on WSL2 on Windows but we do not test this, we should periodically run tests using Windows with WSL2 and KVM to ensure that nothing is broken. I don't think this needs to be done for every PR but is maybe something we want to run every week or so.
