Changing the configuration file results in a barrage of "configuration updated" notifications on Win

If I change the configuration file on windows 11, I get a ton of notifications stating that the configuration has been updated.
The only way to stop the notifications is to exit keymapper and start it again from the task scheduler.

I could not reproduce that, but in version 4.12.1 it should be more robust and hopefully fix the issue.
