Send local notification if app logs user off

Is your feature request related to a problem? Please describe.
If you have authenticated with trusted networks, and the app tries to refresh the token outside the trusted network, that fails.

Since version 2021.7 the app goes to onboarding when this happens so the user can reauthorize.

The user doesn't get a message of why this happens and how to avoid this, so is likely to do the same again.

Describe the solution you'd like
Send the user a local push notification if the user gets logged out in the background, and tell why it happend.

If the app is in the foreground an alert would be enough (that is already implemented I think?)
