Telegram GetID bot not working for me

I could not get the @GetID bot to return anything (no response to /start or /about). I did find another bot, @TelegramRawBot that worked after I setup a user name in Telegram (I had never setup a username in Telegram, go to Settings and select Username under Account). @TelegramRawBot only works on the phone, it did not work from TelegramWeb. The user ID can be found under message.from.id or message.chat.id
