Test fuzzing in CI

This repo has some fuzz tests written, and a harness set up to run them. The harness may need to be fixed / updated, and then should be included in CI.

Test fuzzing should also be run against wasmer_wamr and wasmer_sys feature flags

Revive fuzzbox repo as a starting point and then evaluate if setting up long-running workflows for fuzz testing is merited.
