"primary address" frequently broken #29

On many lots, for a variety of reasons.

For example The Cloisters:

Primary Address: RIVERSIDE DRIVE, Manhattan
BBL = 1021790701 (boro 1, block 2179, lot 701)
A lot with 1 building

But it should say "99 Margaret Corbin Drive", or something equally specific.
