Switch to `tokio::process::Command::spawn_with`

Once a new release of tokio comes out with tokio-rs/tokio#7249 merged, update to using that. Will still have to use the nightly toolchain until rust-lang/rust#114854 stabilizes, but it lets us get back to using async APIs.
