feat: VPN Support (Site to site)

Hi,
Is it possible to add network_id and so on, so I can use VPN?
Like i need another VM to access same network from another terraform module, and currently it does not have this variable
One vm will act as vpn gateway and give access to whole hetzner local network
So, a group of people from multiple locations can use all resources without exposing them online or managing the dynamic ips in firewall
Also health of cluster is always checked? Even on destroy, why? it stuck there all the time. On apply as well, when was not finished from first run
