Fix release-drafter release/tag-name mismatch (#61)
See hazelcast/hazelcast-hibernate#674 (comment) Our tags are `v`-prefixed (e.g. `v1.2.3`) but `release-drafter` is making releases based on the version, hence are never linked to the tag. Updated, based on [their example](https://github.com/release-drafter/release-drafter/blob/35a03af513d58b79311a87988ed68b461f4fc133/README.md#example).
