Cannot delete topic in metrics

# Problem/Motivation
> I added some topics to Topic Metrics in Diagnose. But now I cannot delete them when I need them no more.
 
## Expected behavior

> I expect to delete them.

## Actual behavior

> `404 API_NOT_EXIST:Request Path Not Found`

## Steps to reproduce

> Add some topics to Diagnose metrics and try to delete them.
