Review Datatables implementation, to be in alignment with current version documentation, including Bootstrap 4.

Note that we have customized the datatables implementation via sfm/ui/static/ui/js/data_tables.js, seed_list.js. Those files write HTML for the pagination section in particular.

Do in conjunction with #1019.
