Create path for new users to register (prefilled form)

ORCID allows us to prepopulate a user's registration form if they do not already have an ORCID.

Depending on what SAML attributes are available, we might want implement this. (It doesn't allow us to supply an institution name, which is too bad, but we could at least help ensure that they register a GW email address.)
