Helena::SurveyImporter takes all fields into account for find_by. Therefore it is not able to find the survey initial, if any field of the import file differ from the actual implementation. i.e the position. This does only concern the survey root itself.
It needs a refactoring in which only the name is taken into account to find the corresponding survey.
