HTTP service fails under Ubuntu 14.04 #261

apache2 version 2.4 versus 2.2 (CORE expects 2.2)

Need to detect apache2 version from the service.

Feedback from Grant Orndorff:

I am using ubuntu 14.04 and that was actually the problem. It turns out in 
14.04 they updated the apache2 in the repositories from apache 2.2 to apache 
2.4.
This makes the apache config file generated by CORE invalid, because apache 2.4 
changed a lot of things. I would guess just reverting back to apache 2.2 would 
solve this issue, but I decided to figure out what was wrong with the config so 
that you would know.

My updated apache 2.4 config file for use in CORE looks like this.

Because of the new LoadModule at the top loading the mpm worker module, I don't 
believe some of the if clauses following are necessary but I left them in 
anyway.

With the above config file, apache works!
